On December 1, 2022, the following email was sent to Sage Bear of the Campbell County Public Library (CCPL) Board with a CC to Terri Lesley, the Campbell County Public Library Executive Director.

This email includes a forwarded message, which was itself originally written to a large group of Campbell County and Wyoming legislators and which was later forwarded to Weston County Attorney Michael Stulken and Special Investigator Alex Berger, when Stulken was deciding whether or not specified library materials violate the law.  They do violate Federal Law, and although Wyoming Law exempts libraries from making pornography available to minors it does not exempt them from child abuse or sexual exploitation of children.

By definition, the library materials being challenged did and still do constitute child abuse and sexual exploitation of children.  These materials were knowingly and deliberately made available to minors and specifically placed where minors will "find" it.

Greetings, Library Board Members.  Thank you for letting me voice my opinion.

At the last library board meeting a citizen referenced the "fire chief."  If that fire chief had worn the LGBTQ label, he would not be in prison but in the audience at your meetings cheering on the library staff and their obscene, vulgar, and pornographic grooming of children, possibly steering them to become new cadets for his program.

I also addressed that fire chief back in August of 2021, comparing Terri Lesley and Darcy Acord's deliberate sexual abuse of children to his violations.  That letter and seven attachments are below.

Just think for a minute about this.  Your librarians are prepping children from age birth on up to be playmates for pedophiles.  As grown men, 14 Campbell County victims sued for tens of millions of dollars, and won, for having been molested when they were teenagers.  According to your librarians, kids age birth plus can handle this.  Yet in real life, teenagers cannot handle it, even when the behavior was "consensual."

Regarding the settlement of the $150 million suit against Campbell County, R. Daniel Fleck, of The Spence Law Firm, LLC, was satisfied with the result: "we wanted to hold the government accountable for violating these young boys' constitutional rights.  Our government must do better to protect kids from sexual predators like this.  Every person in this country has the right to be free from sexual harassment and sexual assault."

When Campbell County faces the next tens of millions of dollars lawsuit against Campbell County, over librarians' permitted sexual exploitation of children, these same arguments may be repeated:

Gillette attorney Jeremy Michaels said his clients have been psychologically scarred and have had to seek counseling because of the abuse.

Seattle attorney Michael Patterson had argued that the Fire Department can't be held liable because it had no knowledge of Scott's "reprehensible acts." "He was considered to be a pillar in the community and basically fooled everybody," Patterson said.

Aren't they all pillars of the community.  Ex-judges, doctors, lawyers, revered librarians, retired CEOs of national and multinational companies, citizens whose families pioneered in Gillette or Wyoming a hundred years ago...

Speaking of pillars of the community, Peregrine Leadership has been hired to replace the ALA and the WLA leadership training.  A man who was or maybe still is affiliated with Peregrine Leadership spoke at the last meeting in favor of grooming children.  It might be interesting to audit the material presented to Campbell County employees by Peregrine to determine if it is more management/leadership oriented or more ALA oriented.

Thank you for all you are doing to restore American values to Campbell County.  Thank you for researching both sides and taking appropriate action.

The Sexual Exploitation of Children law is being violated by Terri Lesley, Executive Director of the library, and Darcy Acord, Youth Services Librarian; why are they not being charged just as the "nationally revered" Former Fire Chief Gary Scott was charged when his crimes against children were uncovered?

Terri Lesley and Darcy Acord should be subject to the law just as Gary Scott was.  This is additional evidence that Campbell County discriminates against men in all matters criminal.  Gary Scott violated a different law, but in the same category.

I understand that elected officials are allowed to violate the law.  How about the appointed board members?  Are they exempted from crimes against children?  If there are exceptions for employees, why was Gary Scott prosecuted?

There was an expectation that once individuals recognized they were in violation of the law, the matter would be corrected.  Instead we have flagrant flaunting of the law, and an assurance that it was a deliberate action, not an oversight.

If laws are not going to be enforced, we can eliminate our law enforcement, can we not?  As they are obsolete when they cease to function.

6-4-303. Sexual exploitation of children; penalties; definitions.
(a) As used in this section:
(i) "Child" means a person under the age of eighteen (18) years;

On page 118,  (b)  (ii) Causes, induces, entices, or coerces a child to engage in, or be used for, any explicit sexual conduct;

(b) A person is guilty of sexual exploitation of a child if, for any purpose, he knowingly:
(ii) Causes, induces, entices or coerces a child to engage in, or be used for, any explicit sexual conduct;

There is no exception under that statute for schools or libraries.

Books presented by Terry Lesley and Darcy Accord to our youth, including the book, This Book is Gay, violate that statute.  It shows diagrams of an open vagina and how to apply sex toys to those parts, and other suggested forms of sex for entertainment.  That is inducing a child to engage in explicit sexual conduct.

(c) The sexual exploitation of a child pursuant to paragraphs (b)(i) through (iii) of this section is a felony punishable by imprisonment for not less than five (5) years nor more than twelve (12) years, a fine of not more than ten thousand dollars ($10,000.00), or both.
